Cutting A Spare Ignition Key

Has anyone had problems getting an ignition key cut? I have only one key and wanted a spare, for a Berlingo 52 plate 1.9 diesel. I ordered a one without the remote from the dealer for 46. It looked identical to the one I have but just turns in the driver's door lock and wont turn in the other door locks. It does turn and operate the ignition however. [I got it over a year ago but didn't know until now that it does not work in the locks - there is a longer story but briefly the dealer at the time said it could not be programmed and that I would 'probably' need a new ignition lock costing 200 plus, so I walked away. Last week I took it to a local auto electrician who programmed it without any problem but then I found it doesn't work in the locks]. I have tried using emery paper to smooth it but no success. Any ideas, is it a common problem?
