My 54 reg berlingo failed its mot because of the horn not working. It does work but only when the key is out of the ignition. Put the key back in, give it one click and then the horn stops working. Also the airbag light does not go out and there is no electric to the diagnostic plug. I was told that I would need a new fuse box but that means a whole new kit. Was also told to check the relays but dont know how to do this and now I have been told that it could be the comm 2000 but the guy was still doubtful. I even took it to a citroen specialist who hadnt a clue. I have 2 days now in which to fix it. If I cant I will just have to wire a separate switch to the horn and hope that it gets through its test.

I have exactly the same problem with a 53 plate Berlingo. My mechanic, a Citroen mechanic, as no real idea what the problem is but suspects that the most likely culprit is the comm 2000 unit. There is power at all the places where there should be power so it is not a fuse. Like you I am going to wire a separet push switch to the horn and fit the switch in the central blanked off switch hole - next to the rear screen demister. This and other faults is rapidly turning me away from Citroens on my next car purchase.
