According to the Haynes manual, to get to it you need to remove the front right hand wheel arch liner after removing that wheel. The pump is held in a grommet. So should not be difficult. If the problem is the washer pump only squirts water out the back then it could simply be the pipe/nozzles at the pump are blocked.

Have you checked if the pump fuse is ok ? On our old 2003 C3 the pump fuse would blow if the washers were used in freezing conditions and the washer jets had frozen. The Haynes manual does not say which fuse it is but your handbook will list it. In the on-line handbook for 2005 to 2009 models it gives the fuse as in the engine fuse box and fuse F14 and 10 amp rating (should be red colour).
